A Panchayat is an association of elected people's representatives constituted for the purpose of carrying out the administration and governance of the Panchayat Raj Institutions. For a Grama Panchayat (Village Panchayat), it is the primary committee responsible for implementing the decisions of the Grama Sabha (Village Assembly) and managing the day-to-day administration.The main components of the Panchayat are:President: The head of the Panchayat. History of Grama Panchayat

When Panchayats were initially formed in our state, the areas that constitute the present-day Tholicode Grama Panchayat were part of the then Uzhimalaickal Panchayat. Subsequently, these regions were included in the formation of the Vithura Grama Panchayat. In its initial phase, the Vithura Panchayat Office operated from a rented building in a place called Pulimoodu within our current Panchayat area. The Tholicode Grama Panchayat was formally constituted in 1973. However, long before that, in 1952, the Shariathul Islam Library (which is today's Tholicode Library) was the institution that first brought the idea of a Panchayat (local self-governance) to the public domain.
