Administration history
The first committee of the Tholicode Panchayat, after its formation, was led by Shri. S. K. Ashari.
Panchayat Committee (September 29, 1979 – December 10, 1982)
The committee members were:

On December 10, 1982, following the defection of one member, a no-confidence motion was brought against the Panchayat, leading to Shri. S. K. Ashari resigning as President. Subsequently, Shri. M. Abdul Ghani took over as President and Shri. P. Pushpangadan as Vice President.
Direct Control and Next Committee (1984 – 1993)
From October 30, 1984, to February 2, 1988, the Panchayat's administration was under the direct control of the Nedumangad Taluk Panchayat Officer.
From February 6, 1988, to July 27, 1993, Shri. M. Abdul Ghani served as President, and Smt. P. Susheela as Vice President.

On July 27, 1993, based on a no-confidence motion, Shri. Abdul Ghani resigned as President.
On December 10, 1994, due to a hung situation (no majority), the Panchayat administration was again under the direct control of the Nedumangad Taluk Panchayat Officer.
Fifth Term (May 4, 1995 onwards)
From May 4, 1995, Smt. Shobhana George was President, and A. Shihabuddeen was Vice President. P. Pushpangadan was the sole Standing Committee Chairman.

Post-Election Term (Expanded Wards)
In the subsequent Panchayat election, the number of wards was expanded from 10 to 13. Shri. Pushpangadan became President and Smt. Naseema Ismail became Vice President.
During this period, three Standing Committees were formed: Finance, Development, and Welfare.

The members included R. C. Vijayan, V. Sukumaran Nair (Anapetti), J. Ashokan (Pulichamala), S. Satyabhama (Parappara), Adv. R. Sabu (Chayam), K. Satyabhama (Thottumukku), K. Pangajakshan (Malayadi), Swapna Vijayaraj (Kaniyamkode), A. Nusaifa Beevi (Panacode Tholicode).
During this administration, the 10th Plan was known as the Kerala Development Plan. This committee successfully implemented many activities during this time. The Panchayat was able to host the state-level conclusion of the Kerala Development Plan, which was inaugurated by the then Hon'ble Governor of Kerala, Shri. Sikander Bakht, and attended by seven state ministers and various MLAs.
11th Five-Year Plan (ST Reservation and Janakeeya Asoothranam Phase II)
Following the instructions of the Kerala Government, the 11th Five-Year Plan was implemented as the second phase of People's Planning (Janakeeya Asoothranam). During this time, the post of Tholicode Grama Panchayat President was reserved for the Scheduled Tribe (ST) category, and Shri. P. M. Prakash became President.

Welfare Standing Committee Chairman: Shri. R. C. Vijayan
The number of wards increased to 15 in this term. The E. M. S. Housing Scheme was initiated during the 11th Plan period.
12th Five-Year Plan (Four Standing Committees)
The subsequent administration was led by Shri. S. S. Premkumar as President. The Vice President for the first two years was Laila Haneef, and for the next three years, R. Shobhanakumari.
From the 12th Plan period, the number of Standing Committees increased from three to four:

Development Standing Committee Chairman: Mankkad Sukumaran Nair
Welfare Standing Committee Chairperson: Sreekala Mohan
Health and Education Standing Committee Chairman: R. C. Vijayan
During this administration, the Palliative Care program was started in the Panchayat. The initial work for the Aasraya Scheme began in the final year of the 11th Plan and was officially launched (General and ST Aasraya) during the 12th Plan. The ST Aasraya Scheme became a model for the entire district, and the Palliative Care program secured second place in the district.
During the 12th Plan period, this committee was able to construct the Panchayat's own multi-storied building (previously operating from a cultural center) and achieved numerous development milestones in all sectors.
13th Five-Year Plan (Women's Reservation)
During the 13th Five-Year Plan period, the post of Tholicode Grama Panchayat President was reserved for a woman, and Smt. Shamna Navas became President.
