  1. Transparency and Accountability: The AFS is the primary tool for ensuring financial transparency and holding the elected body and administrative staff accountable for the use of public funds, grants (like those from the Central and State Finance Commissions), and local revenue.
  2. Audit Basis: The AFS is submitted to the relevant auditing authority (often the Local Fund Audit Department in Kerala or the Comptroller and Auditor General (CAG) of India) for statutory audit. A clean audit report based on the AFS is essential for the Panchayat's continued functioning and future grants.
  3. Planning and Budgeting: It provides the foundation for the next year's budget and planning, allowing officials to analyze revenue collection, expenditure trends, and utilization of scheme funds.
  4. Public Disclosure: It is often required to be presented in the Gram Sabha (Village Assembly) to inform the local public about the Panchayat's financial health.

 

Key Components of the Panchayat AFS

 

Unlike commercial AFS, a Panchayat's AFS is generally prepared under a standardized accounting system tailored for local bodies. It typically includes:

  • Receipts and Payments Account (Cash Flow Statement): Details all money received and paid out during the year.
  • Income and Expenditure Account (P&L Equivalent): Shows the operational income and expenditure.
  • Balance Sheet (Statement of Assets and Liabilities): Lists all assets (like land, buildings, and bank balances) and liabilities (like pending bills and deposits) at the year-end.
  • Schedules and Notes: Detailed breakdown of investments, loans, grants received, and utilization status of various scheme funds.

In short, the AFS Report for a Panchayat is its yearly report card that dictates its financial compliance, fund eligibility, and public trust.
