The structure of Panchayat Raj Institutions in India is generally organized under the Three-tier system. Kerala also follows this structure.
The Grama Panchayat level is the lowest structure at the local level. The leadership is provided by the Governing Body, which consists of the elected President (or Chairperson) and other Ward Members. The Panchayat Secretary carries out the day-to-day administrative duties.
The Governing Body, comprising the elected representatives (President, Members), makes the policy decisions. The government officials under the administrative head (Secretary) implement these decisions and conduct the daily administrative operations.
Normally, the structure of a Grama Panchayat includes the following key positions:
President (Chairperson)
Vice-President
Ward Members
Panchayat Secretary (Administrative Official Head)
Various Staff/Employees (Clerk, Accountant, and other staff)
